Creates new Section 17-25-25 establishing uniform requirements for counties, municipalities, and school boards to sell or dispose of personal property through public sale with at least 10 days' notice posted at three public locations.

Allows governing authorities to designate the method for receiving bids, including sealed envelopes, electronic bids, or other methods that promote open competition.

Permits private sales of personal property valued at $1,000 or less with unanimous approval of governing authority members.

Allows disposal of personal property with zero fair market value (as documented in official minutes) without competitive bidding, provided no official or employee derives personal economic benefit.

Authorizes transfer of personal property to federal agencies, other governmental authorities, or state agencies if property may be beneficial to them, consistent with existing law.
