Amends Mississippi Code Section 63-3-809 to require motor vehicle operators to perform safety maneuvers when approaching stationary utility service vehicles displaying authorized flashing lights.

Motor vehicle operators must either change lanes away from the utility service vehicle (if on a roadway with at least 4 lanes and 2+ lanes in the same direction) or reduce speed and prepare to stop if lane changes are unsafe or impossible.

Defines "utility service vehicle" as vehicles operated by municipalities, counties, electric cooperatives, corporations, or other entities providing electricity, natural gas, water, wastewater, or telecommunications services, including contractor vehicles.

Violations are misdemeanors punishable by fines up to $250, or up to $1,000 if the violation results in property damage or bodily injury to occupants of the stationary vehicle.

Effective date is July 1, 2012.
