Amends Section 29-15-5 of the Mississippi Code to clarify that residential property owners are exempt from obtaining a tidelands lease when exercising their common law and statutory littoral and riparian rights.

Reaffirms that tidelands and submerged lands are held by the state in trust for all people as beds and shores of the sea and tidally affected arms and tributaries.

Confirms that littoral and riparian property owners retain common law and statutory rights under the Coastal Wetlands Protection Law that extend into waters beyond the low tide line.

Takes effect upon passage.
