Amends Section 37-159-3 to require all funds received from repayment of Critical Needs Teacher Scholarship awards by program participants be deposited in the Consolidated Revolving Loan Fund pursuant to Section 37-143-19.

Maintains the Critical Needs Teacher Scholarship Program's purpose of attracting qualified teachers to geographical areas and subject areas with critical teacher shortages through full scholarships covering tuition, room, meals, books, materials and fees.

Provides maximum annual loan repayment assistance of $3,000 for nontraditional licensed teachers with documented need, with repayment period not exceeding four years.

Requires scholarship recipients to render one year of service as a licensed teacher for each year of full-time student scholarship received in designated shortage areas.

Establishes the Mississippi Critical Teacher Shortage Fund to receive appropriated funds and other available money for implementing teacher shortage programs, with fund balances and interest not lapsing at fiscal year end.
