Amends Section 37-103-25 of Mississippi Code to authorize the Board of Trustees of State Institutions of Higher Learning to approve waivers of out-of-state tuition.

Allows institutional executive officers to request out-of-state tuition waivers on behalf of their institution, subject to Board discretion.

Board may grant waivers only when determined to be fiscally responsible and supportive of the requesting institution's educational mission.

Maintains existing tuition waiver categories for Mississippi-born students, armed forces veterans, and Hurricane Katrina/Rita evacuees.

Effective July 1, 2012.
