Centralizes real property acquisition and disposal for all Mississippi state institutions of higher learning under the Department of Finance and Administration, effective July 1, 2012.

Requires legislative approval for any sale or purchase of real property by state universities after June 30, 2012.

Authorizes DFA to acquire property on recommendation of university presidents and sell property when no longer needed, with proceeds used for other university property purchases or university operations.

Requires all real property titles be held in the name of "State of Mississippi" and mandates universities transfer any state-held lands currently titled in their names to the state via quitclaim deeds by July 1, 2012.

Authorizes DFA to sell three specific parcels of Mississippi State University property in Oktibbeha, George, and Lauderdale counties, with state retaining mineral rights and sale proceeds used to purchase adjacent or nearby property for university programs.
