Creates the Mississippi Commission on College Accreditation composed of the Executive Director of the State Board for Community and Junior Colleges, the Commissioner of Higher Education, one member representing private colleges, and two members selected by the Mississippi Association of Colleges, with the latter three serving three-year terms.

Grants the commission authority to prepare an approved list of community, junior, and senior colleges and universities offering postsecondary degrees (associate through doctorate) that are located in Mississippi, with institutions requiring annual approval to grant diplomas or offer instruction.

Authorizes the commission to petition chancery court to enjoin persons or entities offering or advertising postsecondary degrees without commission approval, with the Attorney General or district attorney representing the commission upon request.

Exempts institutions with main campuses in Mississippi that were chartered, authorized, or approved by the commission prior to July 1, 1988, and exempts proprietary schools regulated under Section 75-60-1 et seq. from the commission's requirements.

Permits the commission to conduct site visits, promulgate rules and regulations, establish fees, and authorizes commission members to receive per diem, mileage, and travel expenses for official duties.
