Reenacts sections 83-5-501 through 83-5-505 of the Mississippi Code establishing the Property and Casualty Actuarial Opinion Act permanently.

Requires property and casualty insurance companies doing business in Mississippi to annually submit a Statement of Actuarial Opinion from an appointed actuary, filed according to National Association of Insurance Commissioners (NAIC) instructions.

Requires companies domiciled in Mississippi to submit an annual Actuarial Opinion Summary prepared by the appointed actuary, with non-domiciled companies providing it upon request.

Establishes that actuarial reports and workpapers are confidential and privileged, exempt from public records requests, subpoena, and discovery in private civil actions, with limited exceptions for regulatory and disciplinary purposes.

Repeals the sunset provision that would have terminated the Property and Casualty Actuarial Opinion Act, making it permanent, effective July 1, 2012.
