Extends the repeal date of the Comprehensive Hurricane Damage Mitigation Program from July 1, 2012 to July 1, 2015.

Program includes cost-benefit studies on wind hazard mitigation construction measures for residential and commercial properties in Mississippi's wind-borne debris regions.

Establishes wind certification and hurricane mitigation inspection services provided by trained, certified inspectors to identify needed mitigation measures and provide cost estimates and insurance discount information to property owners.

Authorizes financial grants to encourage single-family and commercial property owners to retrofit properties to reduce hurricane vulnerability.

Creates an advisory council consisting of representatives from insurance agents, property insurers, homebuilders, legislative committees, the Mississippi Windstorm Underwriting Association, and the Emergency Management Agency.
