Exempts persons with Down syndrome and other congenital disorders from annual Medicaid recertification requirements in Mississippi.

Modifies Section 43-13-115 of the Mississippi Code to add a provision stating that eligible persons with Down syndrome or congenital disorders shall not be required to annually recertify Medicaid eligibility.

Allows persons with Down syndrome and congenital disorders to maintain continuous Medicaid coverage without repeating annual eligibility verification processes.

Takes effect July 1, 2012.
