Creates a new offense of "DUI Child Endangerment" for driving under the influence while transporting a child under age 14

First offense (no serious injury/death): misdemeanor with fine up to $1,000 and/or up to 12 months imprisonment

Second offense (no serious injury/death): misdemeanor with fine of $1,000-$5,000 and/or 1 year imprisonment

Third or subsequent offense (no serious injury/death): felony with fine of at least $10,000 and/or 1-5 years imprisonment

If the offense results in serious injury or death of the child: felony with fine of at least $10,000 and 5-25 years imprisonment, regardless of whether it is a first, second, or subsequent offense
