Establishes a Self-Employment Assistance Program (SEAP) under the Mississippi Department of Employment Security to provide allowances to individuals likely to exhaust regular unemployment benefits who participate in entrepreneurial training and business establishment activities.

Sets self-employment assistance allowance equal to the weekly benefit amount for regular benefits, with combined allowance and regular benefits not exceeding the maximum benefit amount established under state law.

Exempts SEAP participants from work availability and job search requirements, and exempts self-employment income from earnings restrictions that normally apply to unemployment benefits.

Creates a 9-member SEAP Steering Committee with representatives from business and economic development organizations to adopt program rules and certify training programs, with the Mississippi Department of Employment Security Executive Director authorized to adopt implementing regulations.

Limits SEAP participants to not exceed 5% of individuals receiving regular benefits at any time, with allowances treated as noncharges to employers for unemployment tax rate calculations, effective after July 1, 2012 or upon federal plan approval.
