Establishes the office of county election commissioner as a nonpartisan position, prohibiting candidates from campaigning or qualifying based on party affiliation.

Prohibits political parties and affiliated committees from fundraising for or contributing to election commissioner candidates, and from publicly endorsing such candidates.

Requires election commissioner candidates to appear on a separate, clearly marked nonpartisan section of the general election ballot listed in alphabetical order with no party affiliation references.

Amends Mississippi Code sections 23-15-213 and 23-15-367 to conform ballot printing and election procedures to nonpartisan requirements.

Requires submission to the U.S. Attorney General or U.S. District Court for the District of Columbia for approval under the Voting Rights Act of 1965 before the act takes effect.
