Extends the repeal date of the Mississippi Comprehensive Workforce Training and Education Consolidation Act of 2004 and related employment security statutes from July 1, 2014 to July 1, 2019

Establishes a 20% penalty for unemployment benefits obtained through fraud, with three-fourths deposited into the unemployment trust fund and the remainder plus 1% monthly interest deposited into the Special Employment Security Administrative Fund

Creates a Self-Employment Assistance Program (SEAP) allowing eligible unemployment benefit recipients to participate in entrepreneurial training and business development activities while continuing to receive benefits, capped at 5% of regular benefit recipients

Authorizes drug testing of unemployment compensation applicants who were terminated for unlawful use of controlled substances or who seek work in occupations requiring drug testing, with positive results resulting in disqualification from benefits

Allows unemployment benefit recipients to participate in approved training programs for up to 12 weeks per benefit year while having work search and availability requirements waived
