Authorizes Mississippi residents to purchase distinctive motor vehicle license tags showing support for the Catch-A-Dream Foundation upon payment of a $30 annual fee in addition to standard registration costs.

County tax collectors retain $2 from each $30 fee and deposit into county general funds; remaining $28 is remitted monthly to the Department of Revenue.

State distributes each $30 fee as follows: $24 to Catch-A-Dream Foundation, $1 to Mississippi Burn Care Fund, $2 to State Highway Fund, and $1 to special fund created in Section 27-19-44.2.

Replacement tags for lost or stolen distinctive plates cost $10, with 5% retained by tax collectors and remainder distributed according to the standard fee distribution formula.

Effective date is July 1, 2012.
