Allows renewal of bail agent licenses for persons with prior felony convictions if they hold a license on the effective date of this act.

Maintains the prohibition against issuing new licenses to persons convicted of felonies, but creates an exception for existing licenseholders.

Continues to prohibit license issuance or renewal for persons convicted of crimes involving moral turpitude or those under 21 years of age.

Does not affect other licensing requirements, including prelicensing education, continuing education, criminal history checks, or restrictions on relatives of law enforcement and judicial officials.
