Requires all governmental entities to submit the name and social security number of prospective employees to the Department of Employment Security before hiring.

Department of Employment Security must determine whether prospective employees received unemployment benefit overpayments that remain unpaid and attempt to collect any outstanding amounts.

Department must investigate whether any overpayment was obtained fraudulently and notify the governmental entity of its findings.

Defines "governmental entity" as the state, counties, municipalities, or other political subdivisions with sovereign power authority.

Authorizes the Department of Employment Security to promulgate rules and regulations necessary to implement the act's provisions.
