Requires the Department of Public Safety, in cooperation with the Commissioner of Insurance and Department of Revenue, to establish a motor vehicle insurance verification system accessible to law enforcement, courts, and tax collectors by July 1, 2013.

Mandates motor vehicle owners maintain minimum liability insurance coverage throughout registration periods, with the verification system used at registration renewal to confirm compliance; owners may be denied registration based on system response.

Imposes civil penalties of $300 for first violation, $400 for second, and $500 for third or subsequent violation of insurance requirements, with $100 of each penalty distributed to municipalities or counties where applicable.

Creates the "Uninsured Motorist Identification Fund" from collected civil penalties to cover verification system costs; excess funds transfer equally to the Motor Vehicle Ad Valorem Tax Reduction Fund and Mississippi Trauma Care Systems Fund.

Exempts commercial auto coverage vehicles, fleet-registered vehicles, self-insured vehicles, and vehicles with gross vehicle weight of 16,000 pounds or greater from the verification and enforcement provisions.
