Amends sections 17-2-7 and 17-2-9 of the Mississippi Code to clarify that floodplain management ordinances required for National Flood Insurance Program eligibility are not exempt from enforcement.

Specifies that floodplain management ordinances apply retroactively to construction or improvement permits previously granted for farm structures that were exempted from building code enforcement.

Specifies that floodplain management ordinances apply retroactively to construction or improvement permits previously granted for exempt industrial facilities, fairground buildings, recreational structures, manufactured housing, and salvage lumber uses.

Takes effect upon passage.
