Reenacts Section 47-5-940 of the Mississippi Code to authorize the Department of Corrections to contract with the Bolivar County Regional Facility for an alcohol and drug treatment program serving up to 250 inmates.

Establishes a prison-based treatment program designed to reduce substance abuse, correct dysfunctional thinking and behavioral patterns, and prepare inmates for successful reentry to the community.

Requires the program to include assessment and placement, intensive treatment and rehabilitation, post-release aftercare with transition planning, and monitoring of recidivism data.

Extends the repeal date of the program authorization from July 3, 2010, to July 3, 2015.

Mandates the Department of Corrections file annual reports on program performance including recidivism data.
