Directs the Division of Medicaid to design and implement a temporary adult day care assisted living services program for individuals age 65 or older, or those determined disabled under the Social Security Act

Limits eligibility to individuals with income not exceeding 135% of the federal poverty level and resources within limits established by the division as of December 31, 2012

Allows public and private entities, including faith-based organizations, to provide services to help family members and caregivers work or conduct necessary business

Requires reimbursement to service providers based on mutually agreed upon schedules, funded from appropriations made available to the division

Establishes the program as separate from and not connected to the Medicaid program, with the Division of Medicaid serving only as the administering agent
