Establishes two distinct categories of manslaughter: voluntary manslaughter for intentional killings and involuntary manslaughter for accidental, negligent, or unintentional killings.

Voluntary manslaughter penalties: imprisonment of 5-40 years and fines of $2,000-$20,000.

Involuntary manslaughter penalties: imprisonment of 2-20 years and fines of $1,000-$10,000.

Assigns specific statutory violations to each category, with voluntary manslaughter covering intentional acts under sections 97-3-27, 97-3-29, 97-3-35(1), and 97-3-47(1).

Takes effect July 1, 2012.
