Creates the "Public Safety Verification and Enforcement Act" requiring the Department of Public Safety, Commissioner of Insurance, and Department of Revenue to establish an accessible motor vehicle insurance verification system by July 1, 2013, to verify compliance with mandatory liability insurance requirements.

Authorizes law enforcement to access the verification system during traffic stops or accident investigations to confirm valid motor vehicle liability coverage, with system responses superseding physical insurance cards.

Requires motor vehicle owners to maintain continuous liability insurance coverage at minimum amounts before obtaining or renewing registration; allows denial of registration based on verification system findings.

Permits the Commissioner of Public Safety, Commissioner of Revenue, or courts to suspend vehicle registration and/or driving privileges or impose civil penalties of $300-$500 for failure to maintain required insurance, with reinstatement contingent on obtaining coverage and paying penalties.

Establishes the "Uninsured Motorist Identification Fund" in the State Treasury using civil penalty revenues to defray system expenses, with excess funds transferred to the Motor Vehicle Ad Valorem Tax Reduction Fund; provides $100 per penalty to municipalities or counties where violations are adjudicated.
