Authorizes the Mississippi Department of Transportation to apply for assistance from the Economic Development Highway Fund to construct or improve highways benefiting high economic benefit projects, in addition to political subdivisions.

Requires applications from the department to include a description of highways, a certified resolution from the Mississippi Transportation Commission detailing committed funds, and an estimate of vehicle traffic after project completion.

Establishes that the Mississippi Development Authority must review and approve department applications based on whether highways are necessary for project access and whether construction costs do not exceed available fund balances.

Allows the Mississippi Development Authority to make payments directly to the Department of Transportation for construction expenses if the department and political subdivision mutually agree to this arrangement.

Prohibits use of fund monies for highway construction benefiting high economic benefit projects developed primarily for retail sales purposes.
