Authorizes the State Department of Health to issue a certificate of need for additional intermediate care facility for the mentally retarded (ICF-MR) beds in an existing community living program for developmentally disabled adults in Madison County.

Allows expansion of up to 20 beds in the existing facility in addition to the 20 beds previously authorized under the statute.

Waives requirements for substantial compliance with the State Health Plan projection and formal certificate of need hearing process for this authorization.

Permits full Medicaid program participation for the facility receiving the certificate of need, with no restrictions on Medicaid eligibility.

Becomes effective July 1, 2012.
