SB 2683 Summary

• Transfers licensure authority for child care facilities, child residential homes, and youth camps from the State Department of Health to the State Department of Human Services effective July 1, 2013.

• Designates the Department of Human Services as the lead agency for the federal Child Care and Development Fund (CCDF) program, which helps eligible working parents pay for early care and education services.

• Transfers all records, property, funds, personnel, and assets related to child care licensure programs from the Department of Health to the Department of Human Services.

• Maintains existing licensing requirements, fees, regulations, and enforcement provisions under the new administering agency, including background checks, safety inspections, and disciplinary authority over licensees.

• Establishes that all fees and penalties collected under these licensing programs be deposited into special funds for operation of the respective licensure programs.
