Division of Medicaid shall establish a program to reimburse minimally invasive procedures starting July 1, 2012, with incentives encouraging their use instead of open surgery and outpatient performance when cost-effective; procedures include appendectomy, breast biopsy, cholecystectomy, GERD, hemorrhoid surgery, and hysterectomy.

Division of Medicaid must analyze cost savings data from minimally invasive procedures and report findings to the Legislature by January 1, 2013.

Division of Medicaid shall apply for necessary federal waivers to implement the minimally invasive procedures reimbursement program.

State and School Employees Health Insurance Board shall establish a pilot program for minimally invasive procedures effective July 1, 2012, ending November 15, 2012, with the board reporting cost-benefit analysis to the Legislature by January 1, 2013.
