Amends Section 41-7-191 of Mississippi Code to authorize the State Department of Health to issue a Certificate of Need (CON) to a nonprofit venture in Jackson, Hinds County for a skilled nursing facility with up to 60 beds.

The skilled nursing facility is primarily designated to provide skilled nursing care for ventilator-dependent pediatric patients who require medical and nursing care or rehabilitation services.

Waives the requirement for substantial compliance with the State Health Plan projection of need and waives all other specific or general criteria and standards for CON review.

Waives the formal CON hearing process, including provisions allowing opponents to request a hearing, notwithstanding any other provisions in the CON law.

Allows the facility to participate in the Medicaid program without restrictions on bed participation or reimbursement limits.
