Transfers administration of the Mississippi State Children's Health Insurance Program from the State and School Employees Health Insurance Management Board to the Division of Medicaid, effective January 1, 2013.

Authorizes the Division of Medicaid to adopt rules, execute contracts, receive appropriations, and administer the program consistent with federal Title XXI requirements and state law.

Allows the board to conclude existing activities and contract obligations through April 1, 2013, with the Division of Medicaid responsible for all premium payments and record retention.

Defines eligible recipients as low-income children under 19 years old without Medicaid eligibility or other health insurance coverage, with family income not exceeding 200% of the federal poverty level.

Repeals sections establishing a temporary children's health insurance program, covered benefits specifications, enrollment outreach initiatives, and advisory boards effective July 1, 2012.
