Requires Madison County and Rankin County nominees for the Pearl River Industrial Commission to be residents who hold residential leases from the Pearl River Valley Water Supply District or reside in subdivisions where some property is leased from the district

Changes commission member terms to run concurrent with the Governor's term, with current Madison County member serving until January 1, 2013, then replaced by someone meeting new residency requirements

Amends Pearl River Valley Water Supply District Board of Directors appointments so that Madison and Rankin County representatives must meet the same residential lease or subdivision residency requirements

Sets board member terms appointed by county boards of supervisors to run concurrent with supervisors' terms, with appointments made at the first January meeting after supervisors take office

Requires that starting January 1, 2013, members appointed by state environmental, wildlife, forestry, and health agencies must also be residents who hold residential leases from the district
