Amends Mississippi Code Section 31-7-13 to require state agencies and local governing authorities to purchase only healthy perishable food and supplies for meetings or events they sponsor.

Department of Finance and Administration must promulgate regulations defining "healthy" food based on current scientific principles regarding human health and fitness.

Regulations must address healthy food and beverage choices, food preparation methods, marketing of healthy options, and food preparation ingredients and products.

Effective July 1, 2012.
