Requires Medicaid applicants and recipients who are aged, blind, or disabled to authorize the Division of Medicaid to obtain their financial records from any financial institution to verify eligibility

Establishes an automated data match system where the Division of Medicaid provides identifying information (name, Social Security number) to financial institutions on a quarterly or more frequent basis

Mandates all financial institutions doing business in Mississippi to enter into agreements with the Division of Medicaid to participate in the data match system and disclose account information including balances, account numbers, and names of account holders

Provides financial institutions with absolute immunity from civil or criminal liability for disclosing customer information to the Division of Medicaid and caps reimbursement to institutions at $600 per year for conducting data matches

Effective date of July 1, 2012, implementing federal requirements under Section 1940 of the Social Security Act (42 USC 1396w)
