Repeals revisions to Mississippi's on-site wastewater disposal system law that took effect July 1, 2009, restoring previous requirements and procedures.

Restores the two-acre exemption for individual on-site wastewater disposal systems, exempting properties of two acres or larger from department approval requirements.

Removes certification requirements for professional evaluators and maintenance providers, and eliminates the license requirement for septic tank pumpers.

Allows professional engineers to design, construct, or install wastewater systems without department certification; systems designed and sealed by professional engineers shall be automatically approved if requested.

Reduces the department's approval timeframe from an unspecified period to fifteen (15) working days, with automatic approval if no response is provided within that timeframe; revises temporary system provisions and water supply well elevation requirements.
