Establishes a comprehensive nonprofit response program for investigating child sexual abuse and serious physical abuse through child advocacy centers operated by nonprofit entities.

Directs the Mississippi Department of Human Services to contract with Children's Advocacy Centers of Mississippi to provide training, technical assistance, and funding to local child advocacy center programs.

Limits Children's Advocacy Centers of Mississippi administrative and overhead costs to no more than 25% of appropriated funds, with remaining funds distributed as grants to local centers.

Requires child advocacy centers to meet minimum standards including child-friendly facilities, multidisciplinary teams, forensic interviews, medical evaluations, mental health services, and victim advocacy.

Establishes a tiered funding system based on accreditation status: Tier One (Accredited), Tier Two (Associate), and Tier Three (Developing centers), with funding withheld from centers that no longer meet standards.
