Expands the definition of cosmetology to explicitly include eyebrow arching methods such as tweezing, waxing, and threading, and adds these same services to the definition of esthetics along with cleansing and removing superfluous hair.

Grants the Mississippi State Board of Cosmetology and its authorized agents authority to enter any premises during regular business hours to investigate violations and determine whether persons are practicing cosmetology without a valid license.

Requires all cosmetology instructors practicing in Mississippi to be licensed in the state, including those teaching at nationally accredited private vocational schools, with the board authorized to verify compliance.

Changes school license fees from annual to biennial (every two years) and establishes a ninety-day application approval timeline for nationally accredited schools.

Clarifies licensure exemptions to include persons with demonstrators permits issued by the board and establishes the effective date of July 1, 2012.
