Transfers all powers, duties, and functions of the Mississippi State Department of Health Division of Emergency Medical Services to the Mississippi Department of Public Safety Division of Emergency Medical Services, effective July 1, 2012.

Requires the Commissioner of Public Safety to appoint a Director for the Division of Emergency Medical Services who must be a registered EMT-Paramedic with a bachelor's degree minimum, preferably a master's degree, and have at least 10 years of experience including 5 years in executive management.

Establishes the Emergency Medical Services and Systems of Care Advisory Council with 11 members, including physicians, EMS educators, ambulance service operators, and representatives from seven designated trauma care regions to advise on rules and regulations.

Designates seven regional systems of care to manage trauma, stroke, and segment elevation myocardial infarction (STEMI) care systems statewide.

For two years following the effective date, exempts personnel actions of the transferred division from State Personnel Board procedures, allowing employees to be classified as nonstate service during this transition period.
