Requires persons hunting deer with dogs to obtain an annual permit issued at no cost by the Department of Wildlife, Fisheries and Parks, with the permit being renewable and allowing hunters to retain the same permit number.

Mandates applicants for permits on private lands to submit property boundary maps and proof of hunting lease or written landowner permission with their applications.

Requires hunters to carry the permit on their person while hunting and to attach the permit number to the collar of each dog used for taking deer.

Prohibits hunters from allowing dogs used to take deer on private property to leave the permitted private property.

Establishes penalties ranging from Class III violations for first offenses to Class I violations for third or subsequent offenses within five years, with a July 1, 2012 effective date.
