Defines "veteran business" as at least 51% owned by military veterans who also control daily operations, with "military veteran" meaning those who served at least 180 days and received an honorable or general discharge under honorable conditions

Requires public entities to develop veteran business outreach plans, attend prebid conferences, and document good faith efforts to recruit veteran participation before awarding contracts over $300,000

Mandates annual compliance reporting to the Department of Finance and Administration, which must report to the Legislature

Amends existing law to allow agencies and governing authorities to set aside up to 20% of anticipated annual expenditures for purchases from both minority and veteran businesses
