Increases the minimum expenditure threshold for competitive bidding requirements from $5,000 to $10,000 for purchases not requiring bids.

Raises the threshold for purchases requiring at least two competitive written bids (without public advertising) from $10,000 to more than $10,000 but not exceeding $50,000.

Maintains the $50,000 threshold for purchases requiring public advertisement and competitive bidding through newspaper publication for two consecutive weeks.

Applies to all state agencies and governing authorities purchasing commodities, printing, garbage/solid waste/sewage collection or disposal, public construction, and equipment rentals.

Effective July 1, 2012.
