Increases the threshold amount for county purchases that do not require requisitions, purchase orders, or receiving reports from an unspecified previous amount to $1,000.00.

Requires that invoices for purchases under $1,000.00 must be signed by the department head or designee, or a receipt signed by the purchaser must be attached to the invoice and forwarded to the purchase clerk.

Allows supervisors in counties not operating on a countywide road administration system to make purchases of not more than $1,000.00 in the aggregate without board approval.

Requires supervisors making purchases under $1,000.00 to sign the invoice or receipt and forward it to the purchase clerk in compliance with Section 31-7-103.

Effective date is July 1, 2012.
