Mississippi Development Authority must conduct or contract for a study to determine if a significant statistical disparity exists between qualified minority contractors doing business in Mississippi and those actually contracted by the state or state prime contractors.

Study must compare the total number of qualified minority contractors of goods and services in Mississippi with the actual number contracted to provide goods and services to the state.

Mississippi Development Authority must file a copy of the completed study with the Secretary of the Senate and Clerk of the House of Representatives by December 31, 2012.

Act takes effect upon passage.
