Amends Section 7-7-203 of the Mississippi Code to establish two divisions within the Department of Audit: the Financial and Compliance Division and the Investigations Division, each with its own director appointed by the State Auditor.

Requires the director of the Financial and Compliance Division to be a certified public accountant with executive ability and expertise in state financial administration laws.

Requires the director of the Investigations Division to be a certified law enforcement officer with executive ability and expertise in civil and criminal investigation laws applicable to public offices.

Authorizes the State Auditor to appoint deputy auditors and employ attorneys, certified public accountants, and other assistants, or contract for any necessary services to carry out departmental duties.

Takes effect July 1, 2012.
