Expands the Mississippi State Advisory Panel on Special Education membership to include the Project Director of the Mississippi Parent Training and Information Center and a representative from the Mississippi State Board for Community and Junior Colleges Division of Career and Technical Education.

Requires parent appointees to meet the IDEA definition of parents of children with disabilities (ages birth through 26) and mandates that a majority of parent members not be employed by a state or public agency.

Establishes four-year terms for all panel members with eligibility for one reappointment and requires the panel to establish a membership committee.

Adds duties requiring the panel to make recommendations for member appointments, develop a public membership application, and meet at least annually to review panel vacancies.

Requires the Office of Special Education to post approved meeting minutes and the membership application on its website, with the effective date of July 1, 2012.
