Amends Section 7-7-39 of the Mississippi Code to allow the State Fiscal Officer to draw warrants exceeding available cash balance when warrants are drawn against federal programs where federal funds are receipted based on established policies and procedures.

Grants the State Fiscal Officer discretion to draw warrants in excess of cash balance in other situations deemed necessary by the State Fiscal Officer.

Maintains existing restrictions that the State Fiscal Officer cannot draw warrants without appropriations, in excess of appropriations, or exceed approved budgets.

Takes effect July 1, 2012.
