Amends Section 7-7-27 of Mississippi Code to require state vendors to submit invoices to a central data location and have claims certified and approved by the agency incurring the obligation pursuant to Department of Finance and Administration rules.

Authorizes the Department of Finance and Administration to establish regulations that waive certification requirements that goods and services have been received or performed under certain circumstances.

Allows waivers of receipt certification for service contracts with limited time periods, office space and equipment leases, computer software, and subgrantee disbursements under federal grant programs.

Takes effect July 1, 2012.
