Authorizes four legislative members of the Mississippi State Workforce Investment Board (two senators appointed by the Lieutenant Governor and two representatives appointed by the Speaker of the House) to receive per diem and expenses for attending board meetings.

Per diem and expenses for legislative members shall be paid from the contingent expense funds of their respective houses in the same amounts as provided for committee meetings when the Legislature is not in session.

Requires prior approval from the proper committee in each legislative house before per diem and expenses can be paid for board meeting attendance.

Maintains that legislative members serve in a nonvoting capacity on the 39-member board, which is composed of business representatives, government officials, and other stakeholders focused on workforce development.
