Creates Section 77-3-18 of Mississippi Code to allow "vehicle-charge providers" to provide electricity to vehicles for charging within certificated electric utility service areas for compensation

Vehicle-charge providers may charge on a metered, consumption-based, or other basis, but may only provide electricity for vehicle charging and no other purpose

Vehicle-charge providers must maintain safe conditions in accordance with applicable safety codes and are exclusively responsible for safe operation of their charging equipment

Certificated electric public utilities retain exclusive authority to provide all other electricity to the public within their service areas, including electricity supplied to the vehicle-charge provider itself
