Consolidates six school districts in Bolivar County, Mississippi into three districts: Cleveland Municipal Separate School District (existing), North Bolivar Consolidated School District, and West Bolivar Consolidated School District, effective by July 1, 2014.

Requires election of new boards of trustees for the two new consolidated districts in a November 2013 special election, with the State Board of Education determining boundaries and election districts by August 2012.

Establishes that former school boards shall be abolished on July 1 following the election, with all property and assets transferred to the new consolidated districts and new superintendents appointed rather than elected.

Directs the State Board of Education to develop a report by December 1, 2012, on the administrative consolidation of Coahoma, Forrest, and Hinds Agricultural High Schools with recommendations for necessary legislation.

Requires the Attorney General to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for preclearance under the Voting Rights Act of 1965, with the act taking effect upon approval under Section 5 of that act.
