Prohibits municipalities or other entities from exercising eminent domain over facilities of qualified water corporations or water authorities unless the Public Service Commission first cancels the certificate of public convenience and necessity for that service area

Expands the scope of public water authorities to include sewer services in addition to water services throughout the chapter

Clarifies that "qualified corporation" includes not-for-profit corporations providing water or sewer services for compensation to the public

Explicitly exempts nonprofit water corporations, associations, and water authorities created under this chapter from Public Service Commission rate regulation

Effective date of July 1, 2012
