Requires at least two board members from each community public water system governing board to complete a minimum of four hours of continuing management training every four years, beginning by January 1, 2017.

Expands existing management training requirements that previously applied only to newly elected board members to include ongoing training for all board members of systems serving municipalities with populations of 10,000 or fewer.

Allows the State Department of Health to charge up to $25 per member for continuing management training materials and costs, with expenses reimbursed by the water system.

Specifies that training shall cover updates on new information relevant to utility system management and that board members to attend are selected at each system's discretion.

Effective date is July 1, 2012.
